Aerospace Engineer (Program Manager)

As a Balloon Program Manager, he/she serves as the principal technical point for balloon projects within the geographic area of the Chicago ACO Branch. He/she plans and accomplishes highly complex and challenging projects/programs and other work activities under the minimal direction of a manager. He/she works balloon certification projects and continued operational safety issues as they arise; drawing from experience previously used to solve unusual problems and may create new solutions and policy interpretations. Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Provides policy guidance and instruction to others, both internally and externally. Represents FAA as a senior technical point of contact on projects, programs and other work activities. In addition, the incumbent will serve as a national resource for other ACO Branches who are working balloon projects, but do not have ASEs with balloon knowledge. Applies experience and comprehensive knowledge of engineering principles, theories, and concepts applicable balloon certification, as well as an understanding of new technologies and methodologies, to solve complex problems and to develop improved technical processes for the organization. He/she work with the Small Airplane Standards Staff to assist in standardizing the application of regulations, policy, and guidance. He/she supports AIR-600 with validation activity for approximately ten foreign balloon type certificate holders. Contacts are internal and external. Collaborates with foreign civil aviation authority partners and foreign balloon manufacturers. Applies knowledge and experience in the processing of projects in accordance with the appropriate bilateral agreements and in type certification and continued airworthiness of certificated aircraft. Prepares written documents that compel others to take a course of action, instruct other in carrying out activities, or explain the purpose, goals, and objectives of a method of compliance, policy and/or regulations. The incumbent for this Balloon PM position will must have strong communication skills to work with the various offices internally and externally to the organization. Work is reviewed rarely, typically though status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity. BASIC QUALIFICATION:
To qualify for this position you must have a degree in professional engineering. To be acceptable, the curriculum must:
(1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.ORA combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.There are alternate methods to meeting the engineering educational requirement (for example, holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes:
Experience in type certification and continued airworthiness of certificated aircraft. Experience leading teams or individuals. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
