Human Resources Specialist (ER/LR)

Incumbent will perform multiple, varying and complex assignments under the minimal direction of a manager or more experienced professional. Acts as a contributing specialist on large work activities or as a project manager or team leader, and may perform leadership functions for projects and/or programs within defined are of responsibility.Applies experience and comprehensive knowledge to plan and conduct functional activities, as he/she will be responsible for the full range of labor relations activity. Independently plans time and makes optimal use of resources to accomplish projects and activities.Serves as a consultant to managers regarding human resource issues and problems. Provides technical expertise to customers in all areas of national/local labor programs. Interprets labor agreements, law and policy, and presents customers with viable options. Represents the agency in term and mid-term negotiations, balancing the parties' interests with the FAA mission and applicable law. Assists customers in developing proposals or counter-proposals. Counsels customers regarding grievance and Unfair Labor Practice responses; recommends approaches and effective strategies based on research of current case law and interpretation of labor agreement provisions. Assists management in framing responses and reviews prior to issuance.Established polices/procedures provide guidance for most assignments, but allow considerable discretion to select appropriate approaches or develop new approaches. Represents the FAA before the Federal Labor Relations Authority, arbitrators, and other litigation venues, as needed for labor and employee relations issues. Thoroughly reviews case facts to develop case theory and strategy. Prepares agency witnesses; researches precedent situations; and prepares and submits post-hearing briefs, when required. Consults with managers on a variety of conduct, discipline, and performance issues. Advises management on course of action to pursue in correcting identified deficiencies. Facilitates actions necessary to address issues identified, coordinating with appropriate parties to ensure all actions are legally and procedurally correct.Represents the agency in administrative processes arising from discipline and performance actions. Assignments regularly require interpretations of internal and external policies and extrapolations from precedents. Resolves most problems and work issues without the assistance of a manager or team leader. Develops and recommends approaches to address current and anticipated issues. Work is reviewed rarely, typically through status reports and at project completion. To qualify for this position at the FV-G level:
You must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-F (FG-5/9) in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but not limited to:
Knowledge of labor and/or employee relations, laws, regulations and policies to serve as a technical advisor, collecting and analyzing data. Researching legal briefs and other materials. Ability to create well-researched persuasively written documents.To qualify for this position at the FV-H level:
You must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G (FG-10/11) in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but not limited to:
Knowledge of labor and/or employee relations laws, regulations and policies to serve as a technical advisor and agency representative in third-party hearings. Facilitate resolutions of conflicts and complaints. Research and produce a wide range of original, written documents including legal briefs and other materials. Provide counsel and assistance to management about union and management relations.To qualify for this position at the FV-I level:
You must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H (FG-12) in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but not limited to:
Knowledge of labor and/or employee relations laws, regulations and policies to serve as a technical advisor and agency representative in third-party hearings. Interpret labor agreements, law, policy and develop proposals. Perform analysis and draw conclusions on complex legal issues, problems and situations. Advise managers regarding appropriate corrective techniques. Apply experience and comprehensive knowledge and conduct activities for the full range of labor relations activities. Counsel customers regarding grievance and unfair labor practice responses. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
