As a Highway Safety Specialist (Enforcement Program- New Entrant), you will:
Provide technical advice and assistance to FMCSA Division offices and Service Center personnel, over a multi-State geographical area, including expert interpretations of complex data, legislation and regulations, procedures, requirements, advancements and/or approaches. Provide coordination, liaison, negotiation and consultation for the Federal civil penalty program and safety rating upgrade program, within the geographical area covered by the Service Center. Initiate civil penalty collection procedures and settlement agreements on Notices of Claim. Evaluate cases for legal sufficiency and assist in evaluating cases for criminal investigation referral. Provide coordination, liaison, negotiation and consultation for the federal civil penalty program, within the geographical area covered by the Service Center. Analyze and evaluate the effectiveness of the Service Center's enforcement programs to determine if program goals are achieved and to develop procedures to enhance efficiency. Perform special projects and lead a team of specialists engaged in performing a variety of assignments involving evaluating safety and enforcements programs in the Service Centers. This position will report to the New Entrant Program Manager for the Midwestern Service Center. Duty Location will be negotiated upon selection. Location considerations may include proximity to significant New Entrant/motor carrier populations and/or high crash corridors. The duty station is based on the location of the most highly qualified candidate. Selected candidate may be physically located within the Midwestern Service Center or Division Office geographical area including:
Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, Ohio or Wisconsin.This position will report to the New Entrant Program Manager for the Midwestern Service Center. This position is ideal for a mission focused highway safety professional with knowledge of New Entrant safety programs including road safety. We are looking for someone who wants to be challenged, who possesses leadership skills and who wants to advance within FMCSA. To meet the minimum qualifications for this position, you must meet the experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11, which includes:
Experience interpreting and applying laws, regulations, precedent decisions, and identifying issues related to motor carrier safety, including those concerned with transportation and handling of hazardous materials and household goods. To qualify for the Grade 13, In addition to the GS-12 specialized experience requirements, you must also have at least one year of experience equal or equivalent to the GS-12, which includes:
Experience evaluating motor carrier safety management and compliance practices and safety programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
