Program Analyst

Monitors grants with no activity including preparing quarterly inactive grant status reports. Prepares sponsor notification emails/letters and track sponsor issuance and response to include justification and payment schedule. Makes recommendation to program managers on grant actions and sponsor risk assessment in accordance with policy and procedures.Tracks PFC schedules and provides status reports to management team. Provides notification of pending deadlines to airport sponsors in accordance with policies and procedures. Prepares and ensures grant files are maintained in accordance with policy and procedures. Tracks quarterly sponsor invoice audits. Assembles documentation in support of annual clean audit. Takes corrective action as identified by annual Regional audit, as necessary.Tracks receipt, reviews for completeness. and distributes grant applications to program managers. Monitors federal register deadlines and prepares status reports for management. Identifies and report excess grant funding to Regional Office.Monitors expiring grant funds and make recommendations to management team based on policy and procedures to facilitate transfer of expiring finds among sponsors.Tracks grant closeout package. Validates the funding amounts and fund types are in accordance with policy and procedures. Tracks to ensure closeouts are administered in a timely manner.Serves ADO focal point responsible for the formulation of annual operational budget, monitors and tracks ADO expenditures for budgetary purposes, prepares quarterly reviews and completes monthly budgetary requirements.Using a wide range of rules, regulations, practices and procedures, the incumbent manages, directs and approves procurement activities:
such as, office supplies and materials. and contractual services procurements. Monitors and tracks expenditures for budgetary purposes.In coordination with management ensures employees meet annual training requirements. Enrolls employees in training courses, ensures pre-requisites are met and maintains training completions. Monitors costs for budgetary purposesIn accordance with agency travel regulations and policies, provides guidance and oversight related to travel management. Serves as the ADO focal point with regard to the travel management system. Monitors travel estimates/expenditures for budgetary purposes.Provides phone coverage and other administrative support as required by the manager.Ensures incoming and outgoing mail is processed and logged as directed by the manager.Tracks, prepares and coordinates controlled correspondence including Freedom of Information Act (FOIA) inquiries and congressional letters. Maintains action log and reports on effective dates, clearance requirements, and other statistics such as congressional correspondence, document reviews, monthly reports, etc.Serves as the Property Delegate responsible for maintaining accountable property records in the property management system. Performs annual inventory and processes actions for approval by the Property Custodian.Performs other duties as assigned. To qualify for the FV-G, applicants must demonstrate one-year of specialized experience equivalent to the FV-F, FG/FG/GS-5-9 in the Federal Service or equivalent level work. Specialized experience is experience in or directly related to the line of work of the position and has equipped the candidate with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience may include, but not limited to:
analyzing, monitoring and tracking program and management plans:
developing reports and recommended actions; identifying issues and recommending solutions to resolve procedural problems, ensuring completed work is in compliance to policies and procedures.Qualifications must be met by the closing date of this vacancy announcement.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
